The City of Portland (City) sought continued assistance from the Rose Center for Public Leadership to advise the City on how to manage and maintain the affordability of commercial real estate in the Central Eastside (CES) industrial district based on local stakeholder input and best practices from similar markets.

The City’s goals for this process were to:

  1. Create a participatory process for stakeholders and policymakers
  2. Outlines relevant best practices based on Portland’s market conditions
  3. Receive innovative thinking on how to realistically manage and maintain affordability based on the understanding of the specific tools and programs available to the Portland Development Commission (PDC) and those its partners can provide or would consider offering.
