Ballard’s plan for urban revival could use fine-tuning

For many, particularly the poorest among us, a prime example of their Indianapolis is a swath of neighborhoods on the Near Eastside. Just north of the transformative redevelopment along East 10th Street undertaken ahead of the 2012 Super Bowl, blocks of ratty, empty houses are magnets for crime. Neglected parks are mere shadows of their former glory. And manufacturing plants that used to employ thousands now sit vacant and contaminated. The city doesn’t know what to do with this depressed area of Indianapolis, which spans more than 300 acres and roughly follows the Brookside Industrial Corridor.
